Beginning October 1st, 2025 , Rhode Islanders will be paying an average of 31¢ per kilowatt-hour (kWh) for electricity – the highest rates in state history . According to the RI Public Utilities Commission, this is a sharp increase from the already steep 26.18¢/kWh recorded in July.
